I may be wrong, but if I remember conductor history correctly, the year after A. Olin Niles retired, the position of conductor was handled more ad hoc than anything else.  There were a few people who led games repeatedly, but noone was actually appointed.  It was supposed to be some sort of trial year for the band:  if they could perform well without a paid conductor for a whole season, the Union (and/or the Arts department?) would let them continue as such.  Might be good to ask someone closer to that era, like Prof. Derby, to verify.
